Alert to the international community

VenAmérica urged the international community and Brazil's foreign minister, as custodian of Argentina's embassy in Caracas, to enforce safe-conduct for the Venezuelans granted asylum there, citing the 1954 Caracas Convention on Diplomatic Asylum.

VenAmérica expresses its deep concern over the grave situation of danger and threat faced by six Venezuelans in the Embassy of Argentina in Caracas: Magalli Meda, Claudia Macedo, Humberto Villalobos, Omar González and Pedro Urruchurtu.

VenAmérica respectfully urges the international community, the diplomatic corps accredited in Venezuela, and very especially the Foreign Minister of Brazil, as the custodian country of the Embassy of Argentina in Venezuela, to enforce the safe-conduct for the Venezuelans granted asylum in the diplomatic residence in question, giving force and validity to Article 12 of the Caracas Convention [1954] on Diplomatic Asylum, which establishes the following:

“The State granting asylum has the right to transfer the asylee out of the country. The territorial State may indicate the preferable route for the asylee’s departure, without this implying the determination of the country of destination.”

The situation of siege, isolation and harassment of the asylees not only constitutes a violation of the Convention on Diplomatic Relations regarding the duty to protect diplomatic premises and respect their immunity, but also of the human rights of the asylees, a situation aggravated by restrictions on water, electricity, and the supply of food and medicine.

VenAmérica expresses its solidarity with our innocent compatriots and its commitment to continue raising our voice and denouncing this grave and delicate violation of International Law.
